Where would I find out about getting parts for the compression release

Recently purchased 73 combat wombat..wondering why 2 spark plugs..was told 1 for some type of compression release but can find no info in my manual.

I recently removed the carb off my 73 combat wombat. when I reinstalled it the throttle cable has quite a bit of slack in it. tried to tighten but no luck..any ideas..thanks
