MODEL 97 BRAKE PEDAL

Help !! I'm restoring a Model 97 that came in pieces. I don't see how this brake pedal will fit the frame.

Any ideas ?

Locknut, the big nut on the left goes through the brake arm and the bolt with star washer goes through the top smaller hole from inside the frame into the nut.
