I own a stock 03 Wombat. I am not definitely sure but I am thinking it was manufactured in 1976.

I'm sure it wasn't manufactured in 1979 . . . but it was normal/common for small bore scooters to be titled/registered in the year of the original sale from the Dealer. So the paper work would show it as a 1979 if that was the year of the original sale from the Dealer, even if it was manufactured in 1976 (which is very likely). The name plate on the steering head will list the manufacturing date.
