My model 99 has a problem with the turn signals. They do not work when I move the switch either left or right. At the same time, the neutral light on the control panel flashes as if the signals are functional.
Is this a wiring issue? My knowledge of electronics/schematic reading/etc is virtually zero. Any advice and help is appreciated.

Yes, you have some sort of electrical problem. That fact that your neutral light flashes when you activate the turn signal switch, confirms that your signal is switch is operating AND it confirms that your "flasher" is also operating. At least that part is good.

Problems with these blinkers are very common. It is a simple system and the trouble is usually with the ground inside the blinker assembly. They are easy to test. Clip the ground side of a six volt source to the blinker post and the positive to the one wire that goes to the bulb socket. If the bulb is good and it doesn't light. the ground inside probably needs cleaning. Another issue is the system needs a STRONG 6 volts to work. I use a six volt emergency light battery in my restorations. I have seen many where previous owners put 12 volt bulbs by mistake.

Since you say the neutral light is blinking instead of the blinker indicator, you may have power going to ground somewhere in the circuit. This is a roundabout system that goes into the headlight shell before going anywhere else. An easy to read Road Toad wiring diagram is available on the Hodaka Parts Inc website. Look for a hot wire that may have gotten plugged into blue ground terminal.
