Ace 100 Steering Stop not aligned

Hello! I have an Ace 100 and the left side steering stop are not aligned. Unfortunately this has allowed the handlebar to dent the fuel tank. They don't look bent but it's hard to tell.

Before I tear the front end apart, does anyone have thoughts of what might cause this? Obviously a crash could do it, but I would expect the stops to look more damaged.

Any help appreciated.

It did not take very much of a spill to mess up the steering blocks , stops. ----------- Clarence
