Road Toad heat shield

I'm just wondering if there is a good way yo remove the heat shield from the exhaust pipe. There is a fare amount of rust and dirt under it and I really need to clean it well before I paint it.

Cutting or drilling out the spot welds and welding it back on is a lot of work. Sandblasting works best. Many places offer this at reasonable prices or spend a few dollars on a portable sandblasting nozzle and a bag of sand. You can do this out in the yard and not have a big mess to clean up. The bigger the air compressor the better, but even a small one will work with patience. If you can see the rust, you can hit it with the sand.
