That broken part looks like the guts to a dimmer switch for the Ace100B, Ace100B+ and Wombat 94. It doesn't belong to a 94A... However...
Something else doesn't look quite right either. You should have another 4-way plug for your dimmer to plug into. Also... you have pink and gray wires which are flasher wires, that should be coming from your turn signal indicator?, but no where to plug them in... (Pink, orange, and gray are the wires for the turn signal circuit.) and.. there should also be a yellow wire from the dimmer switch, in addition to the light blue and brown. If you pull back the shielding, I'll bet you find it. Should be a total of 7 wires from the dimmer switch.
I suspect... somehow you have a model 94 harness?... with model 94A parts. Are you sure it's a 94A? I guess it can be whatever you want it to be, you have the parts for a 94A. The good news... The 94 and 94A harnesses are almost exactly the same. The 94A Harnesses added the pink, gray, and orange wires for turn signals. When you have the correct harnesses, it's simply a matter of color matching the wires to connect them. But I'm almost positive that broken part is an older dimmer switch and doesn't belong and I strongly suspect you have a 94 harness, evidenced by the absence of pink, gray, and orange wires in the main harness, and... Yellow is high beam, light blue is low beam, brown is the hot wire to the switch and taillight, and black is your horn, (unless it's ignition), in every Hodaka I've worked on so far.
Take a look at these wiring diagrams:

I modified the second diagram to reflect a 94 accurately without turn signals. If you are unfamiliar with wiring diagrams, be patient and just trace one wire at a time and eventually, it will make sense.
