Would Never-Dull wadding polish be a good choice to clean fuel tank and fenders?

I would say no. In my experience, NevrDull has an abrasive component to it. Which may or may not work well with chrome plating depending on the hardness of the abrasives.
Just use a good chrome polish/cleaner for the tank. The fenders are stainless steel. A buffing wheel and some jeweler's rouge designed for stainless steel would be best. If I understand correctly, Jeweler's Rouge is color coded relative to abrasive quality and I think white is used for stainless steel, (at least that's what I used with good results).
