I've never done this but couldn't you put the sleeve into the seal with the collar to the outside, apply Permatex, and put the sleeve & seal together over the shaft into the case with out disassembling the cases. Leave the collar attached.

MTrat - The Speedi-sleeves are an interference fit. The installation flange on the sleeve has a radius that aligns and guides the sleeve into position when it is tapped on. Installing the sleeve with the flange out sounds difficult. It seems like the sleeve would be hard to keep straight, and may dig into the shaft or get cocked.
