Looking for shock eyelets/sleeves

I have a new pair of rear shocks but don't have the sleeves, or eyelets, to fit into the rubber bushings.

The O.D. is 16mm and the I.D. needed for the Hodaka shock bolt is 12mm.

I'm having a difficult time finding these online. I've also looked into buying and cutting up tubing but can only find that in non-metric sizes.

So I'm soliciting wisdom from the Hodaka Think Tank (chrome and painted) about this.
