When reboring a Road Toad, is it necessary to relieve the exhaust bridge, an if so, how?

Yes, and there is a nice review of the technique on the Hodaka Parts website under the Hodaka library tab.

You beat me to the punch, Captain. The entire bulletin can be found on the Hodaka Parts, Inc. website. Open the Hodaka library tab, open up the Hodaka Technical "book", then the Hodaka Service "book", and then open bulletin #19 titled Model 99 cylinder/head mods. The page The Captain posted is included in the bulletin #19.
