Inner foot change cover

Is it necessary to use a silicone sealant in between the mag cover and inner foot change cover and then for sealing the whole assembly to the cases ?

There is a foam seal on the rear mating surface between the outer and inner. Other than that it is a dry fit. If it's totally sealed, any moisture that may form inside the cover stays there, not good.
