Recently I've had decent luck letting tanks soak filled w/ E85, it seems like the alcohol acts pretty well as a solvent to loosen old crud.
Once the crud is out, rust can be eliminated w/ evaporust which seems less aggressive and healthier alternative to phosphoric acid.
