I've seen this a few times. It's a standard size piston. The stamping is 6.5, and as I've understood, somehow corresponds with the number stamped on the cylinder deck that is usually preceded with a "+" that is equally mysterious.

Sounds like you are missing the horn and hi/lo beam switch. or at least the wires are not there. The Horn/Hi/Lo beam switch sits on the left side of the handlebars and connects inside the headlight bucket to the same color wires you indicated. Exact same part with one minor difference in that the wires go through the back rather than from the bottom through the fender. Just drill a hole in the back of the taillight mount and few will know the difference.

Those are correct for the 125cc Wombat motor. Not all Wombats had them though. The longer bolts were used to mount the head brace to the frame. It attached from the right side of the head. It help cut down vibration in the late 94 and 94A engines. The longer bolts were in the right side of the bike....

Short answer is that it means absolutely nothing that is useful to us as the end users.

It was used by the original engine builder in the Hodaka factory so that they could match up pistons to cylinders. I'm sure there's more to it than that, but that's what I've come to understand.
