I own a Gofer and I regret to say the rings are not as "tall" as the Old Ace rings.

I'd say that's not a stock VM 24. I believe that's why your rebuild package isn't working out for you. Since the bowl gasket isn't torn I'd be inclined to give it a total clean & re assemble. A total clean would include the pilot jet and all the little holes & passages in the carb body. This...
